What Is Included in a DA Drawing Package

A Development Application drawing package typically includes a site plan, floor plans, elevations, sections, and a Statement of Environmental Effects. Depending on the project and the council, additional documentation may be required, including shadow diagrams, streetscape elevations, basix certificates, Section J reports, landscape plans, access reports, heritage assessments or specialist reports.

Requirements may vary between councils and project types, ie: flooding, mines, heritage, etc.

How BWDev Prepares DA Documentation

The preparation of a DA package at Buildingwise Developments is not a linear design-then-check process. Compliance review is built into the design at every stage.

Registered building surveyors and a licensed builder review each stage of the design as it develops. That means BCA issues, buildability problems, and approval risks are identified when they are inexpensive to resolve, not at the point of lodgement when the design is locked in.

That approach also means the DA drawing package is not just designed to satisfy DA requirements. It is designed with the Construction Certificate stage in mind from the beginning. Most clients do not know that a design can pass DA approval and still fail at CC stage. Designing around both stages from the outset avoids the costly resubmission process that results when CC-stage issues surface after DA approval is granted.

DA vs CDC - What Is the Difference

A Development Application is a formal application to a council or consent authority for approval to carry out development. It is assessed by council planners against the relevant Environmental Planning Instruments, Development Control Plans, and planning policies.

A Complying Development Certificate (CDC) is a fast-tracked alternative pathway for development that meets a specific set of pre-set criteria set out in the State Environmental Planning Policy (Exempt and Complying Development Codes). A CDC is assessed and issued by a private certifier or council. The process is generally faster than a DA if all requirements are met.

Not all development or properties are eligible for the CDC pathway. Whether a project can proceed as Complying Development depends on the property, the proposed works, and the applicable planning controls.

Consultant Coordination

Most development applications require input from consultants beyond the building designer. Engineers, heritage consultants, acoustic consultants, arborists, and land surveyors are commonly required, depending on the project and the council.

After DA Approval

A DA approval is not the end of the approvals process. Before construction can begin, a Construction Certificate is normally required. The CC is assessed against the detailed construction documentation and the Building Code of Australia, and it is a separate and more detailed assessment and documentation from the DA.

Frequently Asked Questions

How long does a Development Application take?

Assessment times vary significantly between councils and depend on the complexity of the application. Under the NSW Environmental Planning and Assessment Act, councils are required to determine DAs within statutory timeframes, but those timeframes depend on the type of development. More complex applications, or those referred to specialist agencies, take longer. Buildingwise Developments can give you a realistic indication of timeframes based on the specific council and project type during the enquiry process.

 

What does council assess in a DA?

Council assesses a DA against the relevant Environmental Planning Instruments (such as the relevant Local Environmental Plan), any applicable Development Control Plans, and the matters for consideration set out in the EPA Act. This includes land use permissibility, built form controls, amenity impacts, heritage considerations where applicable, and any other policy requirements relevant to the site and the proposed development.

 

Can a DA-approved design fail at the CC stage?

Yes. This is more common than most people realise. A DA is assessed against planning and built form controls. A CC is assessed against the detailed construction documentation and the Building Code of Australia and Australian Standards. A design can satisfy DA requirements and still contain BCA non-compliances that prevent a CC from being issued.
